Para 3.36 : Although the powers to inspect the RRBs and Cooperative
Banks have been delegated to the National Bank by the Reserve Bank of
India, certain other powers like issuing directions, etc. to continue
with the RBI. This has made the role of National Bank rather
ineffective. These powers should, therefore, be transferred to the
National Bank.
Para 3.37: At present, the National Bank has powers to inspect only the
RRBs and Cooperative Banks (SCBs & CCBs). The credit delivery system
also consists of a large number of Commercial Banks. The National Bank
has no powers to inspect these branches. Since a huge amount of
refinance is routed through the rural branches of Commercial Banks, the
National Bank should have powers to inspect such rural branches also.
A view on this will have to be taken after reckoning the ramifications
of the recommendations of Narsimham Committee regarding re-organisation
of rural banking system.
The recommendations of the Committee on Agriculture on Role of NABARD in the distribution of Agriculture Credit was placed to Lok Sabha on 04 May 1992.
